Capability vs. Intent

The Belmont Club reveals what is known to individuals informed about Islamic terrorism; the acts of the terrorists are limited only by their capability. The west's actions are limited by intent. The west has the capability to alleviate much of the terrorist threat, if only they possessed the political will.
